India tenders delayed following investigation

Retailers interested in bidding for retail space in 10 Indian airports now have until July 26 to submit proposals
Airports Authority of India has extended the deadline for purchasing bid documents for duty-free tenders at nine Indian airports announced in May. Companies interested in bidding for space at Kolkata, Chennai, Trivandrum, Goa, Ahmedabad, Amritsar, Bangalore, Hyderabad, Calicut and Gaya airports now have until July 25 to purchase documents, while the bid submission date has been extended from July 5 to July 26.DFNI understands that the delay is the result of an investigation by the Central Vigilance Commission, which monitors transparency and fairness in processes launched by India governmental departments. The exact nature of the investigation is unclear, although several interested parties voiced concerns about the tenders when they were first launched. A complaint is required before the commission investigates any process.
One potential bidder told DFNI: "We know there has been a delay and now we will have to wait for more details. The airport authority must have a valid reason for postponing. We will wait and see whether there have been any changes to the tender documents."
An Airports Authority of India spokesperson confirmed the delay although he declined to comment on the reasons, or whether terms would be changed.
As revealed on RavenFox.com (May 17), the tenders attracted broad criticism from retailers, with complaints ranging from increased rental terms to the allocation of retail space.
