Deadline for Hong Kong’s liquid measures nears

Airport Authority Hong Kong has released a list of approved airports and countries ahead of its implementation of the ICAO guidelines

International hub airport Hong Kong International (HKIA) will implement the International Civil Aviation Organisation (ICAO) liquid security guidelines from tomorrow (March 21). The Asia Pacific Travel Retail Association (APTRA) has welcomed the development, particularly since HKIA is one of the most important transfer hubs in the Asia/Pacific region.


From March 21, passengers transferring through the airport must seal liquid, gel and aerosol duty-free purchases in tamper-evident bags, with the receipt clearly visible.

Airport Authority Hong Kong has released a list of all the countries where tamper-evident bags are approved to pass through HKIA.  Countries that have not yet implemented the ICAO rules are not mentioned on the list, including Australia, Singapore and Thailand.

APTRA warned retailers at HKIA not to sell any duty-free liquids to passengers transferring through Europe, North America, Japan, Fiji or the Philippines, since bagged duty-free goods from HKIA are still not accepted in those regions.


Liquids purchased by transfer passengers from shops at the following airports will be accepted with effect from March 21 2007.

Liquids purchased by transfer passengers on board all airlines will be accepted at HKIA, provided the transfer passengers in possession of such purchases arrived at HKIA on an aircraft which previously called at one of the following airports.
