The Civil Aviation Authority of Singapore is seeking a partner to take on its long-established incentive scheme for frontline concession staff at Singapore Changi airport

The Civil Aviation Authority of Singapore (CAAS) has issued a tender for a project consultant to develop its Quality Service Incentive Management Scheme, developed in 1995 to reward excellent service from frontline concession staff. The partner will be responsible for interviewing customers of airport outlets, preparing reports on the quality of service and issuing incentive vouchers to winning participants.

The contract to manage the scheme at Singapore Changi airport will run for two years from November 1. CAAS said it had set a strict timeline for the winning party to adhere to "to ensure that deserving staff receive their incentive in a timely manner". The consultant will have to conduct passenger interviews throughout the month, submit reports to CAAS for approval by the fifteenth day of the month, notify qualifying outlets by the eighteenth day of the month and issue the incentive vouchers to each outlet operator in the last two days of the month.

Tenderers will be required to submit information on the training and recruitment of their survey staff, as well as details on how to maintain the integrity of the results.

The closing date for the tender is September 8.
