Atlanta upholds DFASS decision

Duty-Free Air and Ship Supply (DFASS) looks set to open a duty-free outlet at Atlanta Hartsfield International airport after Duty Free Americas' (DFA) appeal against the decision was rejected by a city hearing committee. DFA had contested the award, claiming that in choosing DFASS the airport's general manager had unfairly overruled his selection committee's unanimous preference for DFA.
In their decision, city officials noted that the airport manager was justified in expressing concern over DFA's outstanding bond issues at the time of the award, and that it was within his power to overrule his committee's decision. DFA is expected to appeal against the decision at Fulton County Superior Court.
Earlier in the process DFA complained that DFASS had exaggerated its responsibilities in a duty-free concession at a Trinidad airport when it submitted its bid. But the company was able to present documentation showing its involvement.
Atlanta city council must still approve the appointment of DFASS to run the shop in concourse E before it can begin operations.
